TOPIC: The role of diplomacy in rebuilding security in Europe
DESCRIPTION:
The collapse of the post-Cold War European security order resulted from Russia and the West talking past each other for years. Western support for the idea that countries had the right to pursue membership in the security club of their choosing clashed with Russia’s insistence that no country should take steps to increase its security at the expense of another. After three years of full-scale war, tentative steps are now being taken to restore a degree of order and avoid a dangerous spiral of escalation. In this context, calls for increased levels of deterrence abound, but what complementary role can dialogue and diplomacy play in enhancing security for all who reside between Vancouver and Vladivostok? Given that the institutions of the post-Cold War European security order failed to prevent the outbreak of war, are new institutions and novel approaches needed to manage Russia-West relations in this new era?
